Why is the survivor’s benefit higher than it should be?

If the benefit amount that the deceased spouse was getting is less than 82.5% of their original benefit at FRA, the minimum survivor benefit amount for anybody can’t be less than 82.5% of their ‘deceased’ spouse’s PIA at FRA. Therefore, if the surviving spouse’s benefit was lower than their deceased spouse’s, their survivor benefit would equal 82.5% of the deceased’s original PIA at FRA.
